ELKINS HISTORY TALKS: The Elkins History Talks will be given at Kump Education Center at 7 p.m. in the Optimum Learning Lab beside the old garage. On Nov. 11 Heather Biola will talk about H.G. Kump’s time as Mayor of Elkins when the City got its 1920’s state-of-the-art water system.
