Kump was in office from 1933 to 1937 and is best known for his work promoting public education and working with the federal government to promote public works projects throughout the state during the Great Depression. Today, the Kump house is owned by the city of Elkins and is home to the Kump Education Center, an organization that focuses on historic preservation and sustainability.

The Kump house was listed on the National Register of Historic Places in 1983.
